Can Only Queue For Norms & ARAM?

How do I fix this? I have tried playing a game of blind pick, have tried restarting the client, shutting off the computer, and nothing is working. How can I play ranked? Is anyone else having this problem?

I just encountered this problem. No idea how to fix it. Were you able to get it fixed?

I was no able to fix it. No Rioters/Board members seemed to know the problem (Beens there is no comments that help on this forum). I did not play for 2 days and it started working again. Still do not know what is wrong with it.
