Cannot buy anything from the shop.

I have 6300 IP and am trying to buy Jhin but every time I click the "Unlock" button Katarina comes on, does her little dance, then nothing, she vanishes, the button vanishes and all tat remains is a picture of Jhin. When trying to buy him or any champ through the skin page I get the error. "your Purchase could not be completed at this time"
