Pulsefire Ezreal quotes missing

So, this problem has been happening to me for a very long time whenever I play with Pulsefire Ezreal skin, and finally I decided to report it.

Whenever Pulsefire Ezreal rank a basic ability, Ezreal's navigator is supposed to say a quote for each ability, like "Mystic Shot Armed", "Essence Flux Primed" and "Arcane Shift Enabled". However, this quote is missing and only plays in like 5% max of the time it is supposed to play.
