Inconsistency with Bard Passive

As of patch 6.13: "Wards grant experience. Attacking them no longer puts you in combat"

While this stays true for Boots of mobility, and Taliyah's passive, it is not true for Bard for whatever reason.

The buff from Bard's chimes states : "Collecting a chime grants Bard 15% bonus movement speed out of combat for 7 seconds"

Bard's movespeed after collecting chimes, however, is lost upon attacking a ward. If this isn't intended then it is certainly a bug or something not accounted for.
