Can't edit runes?

I joined a new game, and went to edit my rune set up for the game. Instead, what I got what a slim bar at the top of my screen with an X on it to close it out. I assumed it was a momentary glitch, and played with a preset rune page. (This led to me running leona with grasp of the undying, instead of the aftershock rune I wanted) The next game, I got into champ select and attempted to edit my runes. Same bar, so I dodged, so my team wouldnt have to deal with my unable to customize my set up for the match up. I'm not too worried about the LP, as I know I can get it back, but this should probably be looked at. https://imgur.com/a/0UBRa
