Placing Wards, or destroying Wards doesn't always give you the point but only does so a minute or so later. Is this intended or a bug? This makes it inaccurate sometimes about how well my vsion score is and it leads to things like my team mates flaming me for "not warding" because of this issue.
Does anyone else have this?

Enemy wards should give you vision score as soon as they're destroyed though.

Also note that wards give vision score when they grant vision of an enemy.
Throw a ward over a wall and see 3 enemies, instantly get vision score.
Throw a ward, it sits for a minute and then someone walks over it, you get vision score.
