[GAMEPLAY] Quinn's Passive Does Not Match Attack Range

Recently, I've noticed that if I start out of range and right-click a large, ranged monster like Dragon or Gromp, Quinn will approach the target until she is in range and begin shooting. This in itself is not bad, but her passive will not proc on the target until they get closer together. I've especially noticed this while jungling Quinn (just go with it for now >_> ), where passive procs are a large part of her clear speed and damage.

To repeat (technically to exactly replicate you should take Smite and use either the phoenix or woad scout skin)

  1. Choose Quinn.
  2. Right click ranged monster while out of attack range (Gromp probably easiest for testing)
  3. Allow champion to walk into attack range and begin attacking. The passive, all things being equal, should not proc. 3a) Close the distance between the two, and passive should proc almost immediately if it is off cooldown

[a related bug with the passive would be while attacking and juggling blue buff or red buff, the passive will occasionally not prioritize the current autoattack target and instead bump down on one of the little monsters. But this could just be Valor being temperamental]

Unfortunately I do not have video software on my computer (and I don't know if it could handle it in the first place) and screenshots don't exactly show the problem, but I will see what I can whip up if you need it.

I personally had a few problems with quinn recently. The biggest of which was when I cast my Q at a syndra, she pushed a minion into me and the projectile disappeared mid air. I also used vault on a leblanc who jumped back to her W and it teleported me with her all the way back up lane, and I jumped in the opposite direction when we got their.
