What happened is that he was snared by Morgana and used his dash anyway.

Not a bug,that's how League works.
If some ability is buffered before CC hits that ability will go off regardless of CC.
Roots prevent mobility spells from being cast. Neither Jarvan's Q nor E are mobility spells by themselves which means he can still do the combo and dash.
