Not a bug,that's how League works.

If some ability is buffered before CC hits that ability will go off regardless of CC.

He's not jumping, running, or dashing, he throws his standard, his lance hooks on to it and pulls him free. Kind of like throwing a rope around a nearby tree to escape from quicksand.

It kind of makes sense.

Roots prevent mobility spells from being cast. Neither Jarvan's Q nor E are mobility spells by themselves which means he can still do the combo and dash.
