[Gameplay] First tick of Malzahar E doesn't grant assists

Bug: Malzahar E isn't granting assists when only applied for one tick.

Symptoms: Upon casting Malzahar E, Maleficent Visions, the sound and animation will play however no assist will be granted if target is killed by someone else within 1 tick.

Solution: Why is there a delay in the first place? Get rid of it / patch the bug.
