I timed it and had E2 right to when Ryze was about to disappear through his R. You can even hear it connecting to him BUT I just sit there on the ground. I am not transported to his R location.
I'm pretty sure I had the timing down but it just didn't move me anyway. It should work just like Rek'Sai R since it's a blink to target. For Rek'Sai R, if you R as Ryze is about to teleport, you follow to wherever he goes.
I'm pretty sure it isn't a latching ability. So it doesn't work on flash either.
Things like that do not work anymore. They specifically patched the game to prevent most of the interactions that cause champions to follow past the maximum range of their ability. Unless it's an ability such as Vi's ultimate, you will only go as far as the ability's maximum range, then stop. You would have to hit Ryze before he starts teleporting or the ability won't hit him and your champion's ability simply won't cast. If he teleports while you are targeting him, the damage will still hit him but you won't follow him. You'll basically just end up where Ryze was before he teleported away.
It's not a bug, it's an intentional design to prevent glitches and abuse cases.
