champ select bug?

So every so often i get into champ select and the client wont let me pick. It will run down the timer till whoever is picking gets to 0 then just sit there for "x" amount for time? Am I the only person getting this? My internet is still up and strong when this happens....I just dont know what to do anymore. dodging so many ranked games when i dont even mean to.......
