[Running animation] Quinn running animation is bugged on certain skins

If you check the reddit posted by a fellows Quinn main, Running animation past 400 movement speed only Occur on base skin and corsair. Other skin doesn't show the running animation when getting over 400 movement. It's from the last patch where Quinn running animation got changed and we would like to get it fixed.
