Thunderlord Decree works whenever it pleases
i was Yi with Thunderlord and it didnt work even 1 time or there was no indication that it happened probably a sound here and there but nothing too visible

its indication is sort of a lightnig strike, I think there is a slight area visual but I can't say for sure that I've seen it...
there is also a sound that occurs, but my volume is low so I don't know how to explain the sound. other than that there is one xD
also, if you look above the items, you can see an indicator while it is on cooldown. you can hover over it, and it tells you that it's thunderlord's decree. (the indicator disappears when the ability is ready to use)

but seriusly: it is a known bug only one player per team can use TLD.
you realize theres a 160+ upvoted thread about the bug where only 1 member on the team can use it..
i didnt know made that mastery!
