Title - no wonder Singed's winrate climped up 2.5% (hint: it's not the MR/lvl).
I'm all for Singed getting some love but this bug is a bit too much for late-game Singed since the main problem with him was getting kited and CCd.
Who would've imagined that both direct and indirect buffs to a champion will make his win rate go up :^)
On a side note the new 
is dumb.
I think he's pretty broken in low-ELO atm but I haven't looked at winrates. Most games in mid-Gold, I don't even need Flash to get to ADC. In high Platinum, it gets a lot harder though and I have to take Flash if I want to make those plays.
I'm actually a bit surprised that I don't find him broken in high ELO even with the Rylai's bug. That suggests to me that he is still unlikely to see competitive play even after the buffs to him and itemization.
Yea idk why or what happens at higher elos but singed is super annoying at silver elo. You literally can't get away. I was Cho with full stacks built 50/50 ap/tank and merc treds and couldn't get away from his poison once he got rylais.
