today I've seen this happen multiple times. a minion gets stunned for absolutely no reason for few seconds. also I've seen the jungle monsters which were the blue and the red. stunned right when I walked to them for no reason at all.

This definitely sounds like a bug though.

Mid laners taking wolves and raptors and being given Blue Buffs. Bottom laners and top laners taking Krugs/Gromp before they were given Red Buffs.
Those were dark days. They were justifiably traumatized.
