Screen Freeze Issue, Anyone else having this issue?

So I have REALLY good ping amounts, like 40-60 at almost all times. But occasionally about once or twice a match now I get moments where my screen just FREEZES then jumps to what is currently happening. It lasts at most a second but it is VERY disorienting in the middle of a fight. It has yet to cause my death but it has caused me to not get a kill a few times or miss CS. My ping does not shift at these points either.

I have never had this issue before about 3-4 months ago when it started sporadically but has been increasing in frequency as of late it seems. Anyone else experiencing something like this?

I have tried to recreate it but it is not tied to any specific champ or game mode.

I have turned off anti virus, Discord, Blitz and ANYTHING else that could be interacting with League but it has happened still. I can't seem to figure it out.
