Since new loading screen I sometimes enter the game late even when everything seems fine

I don't know if it's beacuse new patch or just new loading screen, but I know it's a common problem lately. Sometimes I enter game after 3min mark of gameplay. I'm stuck in loading screen. The circle in the corner is spinning, the bar on the bottom is loading and yet I can't enter the game with everyone. I know it's not just me because I've seen my teammates enter game the same time as I do (late) and I've seen it being mentioned on Reddit. It usually happen in the first game of the day. Is there a solution to this? Is Riot aware of this problem? People on Reddit say reinstalling the game doesn't help.
