[gameplay] innacurate ability tooltips in spectator mode.

i was SPECTATING a friend playing my favorite champion in a CUSTOM summoners rift match. while he was playing i enjoyed watching the abilities damage numbers rise as he switched through a multitude of items. but at one point i noticed that the tool-tip for her passive (illumination) was innacurate! not just innacurate, but it didnt have any numbers at all! all it said was that "this damage scales with lux's level" with no mention of how much per level, nor any indication that it scaled with AP. while i realize this is COMPLETELY obscure and probably the least important thing in game that could be fixed, i just figured id mention it up to my rito overlords.
