VS Bag not working as intended?

Ok so i got a VS bag from my Wolf Orb (yay) and opened it. Supposedly you get 5 skin shards of champions from the same faction. I guess i got it the Runeterra section as i got 2 skins, 1 skin and 1 skin. But my fifth skin was a skin, which is surprising since hes from Zaun. Im not mad or anything since im getting 1 legendary (although the other 4 were all bad skins). Just confused as to why im getting a Zaun skin shard when i would be expecting another Runeterra champion skin. Nothing gamebreaking but might want to be looked upon.
