Unable to change runes - incomplete Runes wIndow in Champion Select

Weird bug that has been present since 10.1. Appeared about the same time as the last runes bug (i.e., where you were stuck with default runes). In this bug, you load into a game, then in champion select you try to edit your runes. But what happens is that after you click on the runes button on the bottom of the window, you are left with an incomplete window inside the client. You can see the "X" that would allow you to close the window but that is it. You are unable to see the runes and you are unable to edit the runes. So you are just stuck with whatever you had coming in.

Also, I should add at this point that initiating a full-repair on the client has not been effective at fixing this problem, nor has doing a fresh install of the client.
