This never happens when ever I am just browsing in the Client, but when ever I join a game. This always just has to happen.

How do you trigger this issue, it seems like you experience it frequently. Something you're doing is triggering it. What is it?
The funniest thing i've had the lol client do is blue screen of death my laptop as it opened up after a game.
Then the next time i loaded into a game it took about 8 mins. Twas fine after that though.
I've also had the same issue as you on one or two occasions (so very very rarely). It's kinda annoying that the check is when the game is gonna load, ruining the whole time for you and your team. Otherwise I wouldn't take issue with it.
Usually this has to do with the client not being able to call all the required files (or information from a file) etc while loading a game and the error won't be checked until a game session is started because those files are never used as part of the initial client. As such the timing will always suck.
Maybe try a fresh install? / full repair? / hextech repair tool and submit a ticket to riot?

The new client is a mess, I miss the old one.
You may be experiencing some sort of hardware failure, such as hard drive or RAM. Check your Event Viewer logs and see if you have any persistent yellow or red error codes related to "disk" or "memory."
I have the same issue frequently, almost always when alt tabbing during the loading screen to the browser or discord etc. At least in my case it looks like having programs running in the background taking bandwidth increases the chances of this thing happening.
