[Gameplay] Janna's Q can't be smartcasted outside of her cast range.

Reproduction Steps

1. Select Janna in any game mode.

2. Set her Q spell to smartcast.

3. Try to cast the spell outside of her cast range - nothing will happen. Normally, she will cast the spell in the direction of the cursor regardless of distance.

I tested a few other spells that also can be reactivated, as I'm pretty sure this doesn't affect every skillshot in the game (and the unique property of Janna's Q is that it can be reactivated). Lux, Gragas, and Vel'Koz don't have this issue though, and general skillshots like Nidalee/Morgana Qs seem unaffected as well.

There's a possibility that this affects other champions, I just haven't found them yet.
