Azir and Bard W's do not show mana cost

if you have the "Show mana costs" option on, Azir and Bard will not have a mana cost displayed for their W's. to recreate

1. start a game as Azir or Bard
2. Turn on the Show Mana Costs thing added in this patch
3. Put a point into their W
