[Gameplay] honor level not increasing

So I've been getting like 2-4 honors per game for the last 3-4 weeks but I'm still stuck at lv.2, what's wrong with this?

It's not a bug, it's Riot saying Honor isn't meant for those who obtain numerous honors to only move an inch to check point 1.
