Pregame lobby always freezes

Why does the pregame lobby constantly freeze? It makes it so I can't pick a champion and then I get booted. To my friends I appear as offline when this happens but everything else functions just fine. Once in game my connection is perfect. Also, my brother on the same internet has no problem and when I am at a different house it is fine. It is only my computer on a specific internet connection that this happens.
