Can't lock picks/bans on champ select

so i'm i the only one ? sometimes when i try to lock my selected champ i just hear the lock sound and it doesn't even though i keep trying and the timers gets stuck at 00 then after a while it says i didn't lock so i'm gonna have to wait 5mins for dodging... how is that a dodge
