Problems with the in-client top players displays

I'm not sure if this is a bug or not but if I look at the in-client rankings, for flex 5s and flex 3s both are showing zero players in master or grandmaster, and 100% of the time anyone i try to spectate it gives an error and says to refresh the list, which I try to but it does nothing. Is there something broken here?
