[UI] Scoreboard Inconsistency

If the scoreboard is moved to a preferred location on the screen and then closed, hitting tab again will make the scoreboard appear at your cursor's current location instead of where you last left it.

To reproduce (100% repro rate):

1. Hold tab, click and drag the scoreboard to a random location on the screen.

2. While still holding your left mouse button down, let go of tab, and then let go of your left mouse button.

3. Move your cursor to a different spot on the screen.

4. Hold tab -> The scoreboard will appear at your cursor's current location.

This can get very annoying when trying to re-position the scoreboard.
