Ziggs' passive is consumed on Illaoi tentacles, Jhin traps. I think it might even have been consumed on a Zz portal. Either way, things which have attack counters and do not depend on your AD or abilities should not consume the passive.

that is not a bug, its intended, it is consumed on any autoattack
