He's technically a legendary, discounted to 975 RP. Primetime Draven also falls into this category!
I think Surprise Party was considered Legendary (Probably during the time when skins like Firefighter Tristana and Magnificent Twisted Fate were given legendary prices), but has a permanent mark-down thing for being a celebration of League's birthday (Also because it was a fan-inspired skin).
Same thing with Primetime Draven.
