Champions vibrating out of Jarvan IV's ult like the Flash

I have noticed this several times while playing matches against bots. Bots will move back and forth repeatedly when Jarvan IV ults them, and they will eventually wiggle out of his ult, defeating the whole purpose of it. It is especially bad if they are close to the edge of it when he ults, as they only need to wiggle a little to get out.

I don't think players can replicate this effect on their own, but the bots have learned, and they do it all the time.

All temporary terrain is made up of re-textured minions. This includes Anivia wall, J4 ult, and Trundle Pillar. J4 wall is particularly poor because there are gaps in the hit boxes, meaning it's possible to clip between them. Both bots AND players are capable of doing this. More importantly, any any champion that is ignoring unit collision (Fizz , Janna & item 3046 ) can ignore temporary terrain entirely. The exception being Azir ult, since it's coded to knock-back on contact (or cause one of it's many bugs to occur).

This issue has been around as long as these abilities. So I wouldn't hold my breath hoping for a fix any time soon.

no disrespect to any j4 players but it feels like they do more harm then good most of the time in my games

It's simple, first of all, bots always find a way, they mark a path to walk, and they WILL walk that path, so if J4's ult pixels are not perfectly closing the pathing, they will walk out.
