Is Azir Soldier Range Bugged?

Because I'm pretty sure not a single one of any ranged champion I have played can hit him with any ability without his soldiers ramming their spears into my gut from 3000 spaces away. Literally went from the top of the mid left bushes all the way under my turret hit me twice in 1 motion and nearly killed me with just that at like level 5... Oh and I can't kill his soldiers so I can engage on him either.. Love untargetable stuff.. >_>
