Lag on Animations

So ever since the new update to summoners rift, At random times when i use abilitys or last hit i get a fsp drop or a lag spike of some kind. It happens so often. When it does happen the entire screen freezes so i can't tell if it was a fps drop a packet lose or the league client stuttering. It has cause me to not follow up after certain attacks cause of this it chas cause me to not target the right people and it really mess's me up in team fights when everyone bunchs up. This also still occured when i lowed my graphics setting to low across the board.

I know this is not a problem with my pc cause i have a fresh copy of windows installed all updated drivers, a 770 gtx 2gb video cards 8 gb of ram 6 core processor at 3.4 ghz 1k watt psu. My internet is solid too i'm hardwired in to my modem not wifi

Anyone else still experiencing this?
