Should Blasting plant activate COTC?

https://youtu.be/iprapqEEZyw?t=73 In the video, Sing hits the blasting cone hitting him over the wall and Naut away. This is was E since he did not have mana for it but the shield of COTC was activated. I find this is might be a bug.
