Possible Team Builder Bug

I have noticed this recently in team builder. I queued up to play as a mid-lane mage as Karthus, and it said the wait time was "Very Long". But after clicking over to Azir it said the wait time was "Short". Could this be a bug or is there some other kind of factor im missing when it calculates waiting times?

Don't pay attention to the wait times... 99% of the time they are incorrect.
