This is 100% reproducible. Shaco with Thunderlord's Decree: Q>Auto>E>Auto: Thunderlord's won't go and won't go on cooldown. Auto>E>Auto: Thunderlord's will fire and go on cooldown. Q>Auto>E>Auto>Auto: Thunderlord's will fire and go on cooldown.

I believe it is actually the passive that is stopping this from happening as Pink Ward mentioned in one of his recent videos, but still a pretty bad bug that can make you lose a lot of close fights. item 3070
