[Gameplay] Outleveling bug.

I was playing Vi jungle, i clear 3 camps: Gromp, Blue, and Scuttle. Then i find a Xin Zhao in his jungle that cleared two camps: Krugs and Red. He gets to Level 3 while i was still level 2. We had same cs, at the time of fighting. How did i get out leveled? This has never happened before, usually by this point i get first blood, or force a flash, Literally did nothing different before the patch hit, and i won a fight as Vi versus a Xin Zhao in Patch 5.21 while both of us were level 2. How did this Xin Zhao get Level 3 at only two camps?

I have done the same camps of Krugs and then Red as Vi, and have never gotten to Level 3.

There was even a time i used Volibear, i went into enemy jungle at level 2, steal their cs, and find that a Yi with half my cs was still out-leveling me, when they only made one single appearance in lane for a possible gank (camped a bush for a bit, then retreats). I took his farm in red side, his red buff, but he still out leveled me at half my cs?

Before Patch 5.22 this has never happened before. Only now have i been noticing enemy junglers out level me for no real reason it seems.

This is getting weird fast. Has anyone else been having this issue?

Huh, what sides of the map were you on? Did he kill scuttle? And did they use exp quints or the new masteries?

I know as vi, with a solid leash, 3 camps will give you level 3. I usually go Gromp, Blue, Red or Gromp, Blue, Wolves on purple side, Krugs, Red, Blue, or Krugs, Red, Chickens and I've always gotten level 3 after the 3rd camp. Even with this new patch.
