Brand's Passive w/ Luden's

I know it's an intentional thing that Brand's passive trigger's Echo, but I was wondering about the reverse. The Echo damage will trigger Blaze on things it hits and, I don't know, this feels like a bug to me? I tried googling it and all I got were results about the other effect. Is the Echo supposed to trigger Blaze?
