The cog icon for profile pictures is disappearing

In the patch notes it says there should be a cog in the profile page that allows me to set my profile picture to any splash for any skin of any champion i own, except the cog disappears as soon as the profile page finises loading. Let me explain a bit: I go to the profile page and as its loading the cog appears as a button right next to the search bar, and is un-interactive. Once the profile page finishes loading with my profile pic and rank and the rest, the button disappears. It doesn't reappear until i leave the profile tab and reload it, but it disappears once again.

Not sure what causes this, and didn't even remember this feature until today, so i cant tell you if it was working before.

I am running a few other programs when this happened, Steam and google chrome, but I've never had them interfere with my client before so i highly doubt it has any relation here.

Hopefully this can be fixed for next patch.
