Teemos Blind not working.

Played a game of teemo to see how his changes are, and his Q is completely bugged. It does not actually apply blind a bunch of the time. I was against a gangplank, and they also had a Miss Fortune. I would use my Q on them both constantly. I would Q their GP, he would flash under tower, auto me and kill me, THEN use his W and run away. And their Mf, I sat in a bush, soon as she walked up, instantly Q her(she did not have merc scimitar or sash) and she just autos me to death. I even tested it against minons in the game to see if it was just me, but it would not even blind the minions. The super minons kept doing damage. This needs to be fixed or teemo is literally pointless.
