[GAMEPLAY] Frost Queen's Claim doesn't display range

While other items with actives show a range when you hover them, Frost Queen's Claim doesn't give you a range either in the main view window or on the minimap. It gives an increased slow to enemies enemies further away, encouraging use at long range, but not knowing how long the range is can make slowing enemies from roams come too late as you fire the active later than you needed to.

Actual behavior:

1. Buy Frost Queen's Claim
2. Mouse over the item in your inventory
3. No range is displayed anywhere

Expected behavior: 3. Range is displayed both on the minimap and main view
