Tbh I like it a lot and I think everyone should get a global ward quote so your team knows who's not warding

There's plenty of good VO lines that are great, so I don't think most players mind. If only Twitch's Step-in-a-Caitlyn-trap line was global.

I recently learned that this bug applies to other champions with ward quotes such as Cassiopeia and Karthus

Ahh, interesting. Do you know which quotes? Or is this the same case as above, where it's ward placement?

necromancer or base Azir Cassiopeia Twitch omega squad Teemo battlecast Skarner Sion Karthus

They were fixed last patch since they weren't playing their quotes at all (stealth ward removal situation) and they appear to have gone global.
