Double elements with Elementalist Lux

Noticed something with Lux's ultimate skin. Usually after getting to the second selection of powers, you can't choose the first power again. But as of last patch, it looks like you were able to (I did Water - Water one game with no change to anything) and you won't change or be able to choose a different power.

I'm not sure if that's a bug or something new in case people decide to use one of the basic elements for the entirety of the game and don't want the wheel showing up.
