Veigar Q not firing all the time

Reproduction: Cast Q right as some sort of disable hits you (specifically i saw Yasuo's tornado and Soraka's silence).

Q goes on CD but has no particle and does no damage. Didn't see whether it drained mana or not but I'm guessing it did.
