Getting erratic frame drops on patch 9.6

I game on a gtx 1070 and have always played with a combination of using g-sync and rivatuner locking my screen to 57 fps for smooth gameplay without screen tearing, but now no matter what configuration I use including turning off rivatuner I get really bad frame drops causing uncomfortable amounts of judder and skipping. The update that changed the configuration of those who play with uncapped frames to 240fps might be the cause. I even turned off overlays and reinstalled league and also closed other programs while playing, but nothing helps.
