So I just went 19/3/7 and got an S as Veigar, but I didn't get the Lv.7 mastery token.

It said it was an S, probably because I was on a kill streak from kill 6 all the way to 19.

Are you sure it was a S and not S-? Your cs wasn't that high so maybe it was just S-

I waited for 2 hours before i finally got a token yesterday. If after the game the text popped up saying you got a token you should get it, sometimes it just takes time. Did you get yours?
