Bug or working as intended?

My team had first pick. I was third pick from my team, and I had Panth shown that I wanted to play. The second person decided to try to be "funny" and then hover panth as well. I could then NOT lock in Pantheon b/c I guess he was higher on the picking order than me? Even though we were picking at the same time he was in 2nd position and I was in 3rd.

I've missed info about SR as I've been playing TFT so my quesion is... Is this a bug or is this working as intended? If so it seems like a terrible idea to let your team grief you by not allowing you to lock in your champ.
