theres also a bug which was widely reported that causes your ip to look 200 less thn it is upon logging in wonder if that has anything to do with it

heres 3 different situations which has happened to me

I have a similar problem. Given that your displayed ip is less than 200 over what is needed, it's probably the 200 bug you mentioned. Restarting my client seems to make it display my actual ip.
