New HUD blue bar off the fritz

Not sure why, but enemy things that aren't enemy champions have this weird, rapidly blinking blue bar where their mana is supposed to be...assuming they'd have mana to be there. It's hella distracting when you're hitting a turret and this big blue line is just blinking like no one's business.
