I had it with 85 base and about 130 AP extra on the heal, and for some reason it was only applying about half of that to my teammates, but fully to myself. Nowhere on her ability does it state anything other than "Nidalee heals a teammate for (blank)"

That's just how it is on the Howling Abyss map. Self heals will be at full strength, but heals onto allies will be reduced by half.
